Due to his albinism, Prussia is blind as a bat without his glasses.  However, he doesn’t wear them (he claims that they make him look “unawesome”) and he won’t wear contacts (“I can’t touch my eye, that’s unawesome!”) so he has to kind of wander around blind most of the time.  This is why he’s so loud— it’s a form of echolocation.
